Under the supervision of Professor James G. Hodge Jr., of the Sandra Day O'Connor College of Law, public health law practitioners and emergency preparedness experts will produce the emergency legal preparedness materials for training state and local public health officials, legal counsel and emergency managers.

Within weeks of the law's passage, twenty states had filed lawsuits charging that the mandate is unconstitutional because it gives the federal government more power than it actually has.
